The preliminary statement estimates FY 2027 revenue of SAR 1,202 billion, expenditure of SAR 1,392 billion and a deficit of about 3.6% of GDP. It projects revenue of SAR 1,351 billion and expenditure of SAR 1,544 billion by FY 2029, while continuing development and strategic-priority spending and domestic/international borrowing. The document says the final budget is approved in the fourth quarter and these figures may change; this is not the final FY 2027 budget.

Pension eligibility and payments

Selected scheme verified

New-law social-insurance pension and transition

Royal Decree M/273, 2 July 2024; official translation

Eligibility age
65 new-law cohort; legacy transitions differ
Payment basis
New law: earnings × service formula

The new law excludes specified existing contributors and pensioners, while transitional schedules affect certain legacy contributors. Article 16 sets new-law age 65; the accompanying resolution specifies 180 contribution months. Article 17 applies 2.25% of average contributory pay per service year, capped at 100%, with conditional minimums and early-retirement reductions. This is not one rule for every Saudi resident. The Arabic law governs.

Tax starting points

Income tax
No tax on employment income
Corporation tax
20% non-Saudi share; Zakat differs
VAT / sales tax
15% VAT
Tariffs
Rates depend on the product, origin and trade agreement.

Employment income is not subject to individual income tax. Business/non-employment income has separate rules. The general 20% corporation rate covers non-Saudi/non-GCC ownership shares; Saudi/GCC shares generally fall under Zakat, assessed on a different base. Hydrocarbon rates differ.

Tax sources checked 2026-09-17. These are headline references; marginal rates apply to income bands, not every unit of income. Payroll contributions and allowances are not included in this compact comparison.

Pension schedules still marked “Not yet verified” are missing verified comparison data, not countries without pensions. Pension entitlements depend on contributions, age, residence and scheme.
